About PPRA
Punjab, like many other growing countries, needs to make big changes to how it handles buying things for the government.Laws, rules, and regulations are either not in place or are not being followed properly.The workers’ morale and skill are not very good, and they are not held accountable or transparent as much as they should be.
Public buying workers have to deal with problems from both inside and outside the company.These are the social, cultural, political, legal, and economic circumstances.These are affected by three things: the people who make choices about buying, the methods that help professionals do their jobs, and the rules that make sure everything is open, honest, and accountable.
To deal with these problems successfully, a good and independent audit process should be set up that can find a balance between the work of accountants and financial reports.
In 2002, the current buying system in Pakistan started to work. This was after the Government of Pakistan formed PPRA at the Federal level with an executive order.The method got better when the Public Procurement Rules 2004 and the Public Procurement Regulations 2008 were added.It was put into place in the Punjab Province in 2007 through an order with the same name.
In 2009, it was made into an Act.The Punjab Procurement Rules 2009 (PPR-09) were also released during the year to make the province’s purchasing system better.Laws and rules were mostly not followed, though, because the Punjab Procurement Regulatory Authority did not have an official office.
Any law or rule that needs to be enforced needs to be backed up by a good understanding and knowledge.So that a lot of people can learn how to do things, the programme has been set up to work with all levels of the public sector, from the highest level of government to the level of town municipal administration.
A powerful group led by the A.C. Secretary Punjab was set up to look over these Public Procurement Laws/Rules and make sure they meet the needs of public sector organisations without going against best practises around the world.Four new rules and papers about buying things are being looked at by the group.
These include the Procurement Regulations, the Code of Ethics for Public Procurement, the Public Procurement Checklist, the Public Procurement Consultancy Service Rules, the Draught Standard Bidding Document, and the Draught Contract Agreement.
